when do criminal evidence get submitted for dna testing?

My friend has been in jail for a year now. He was arrested in california for robberies where clothes was found at the scene the district attorney keeps saying he is waiting for them to come back. Could it be possible that the DA want him to take a deal because my friend wants the dna results but it seem like it's taking forever.

Has anyone used this. It is a home kit for DNA testing? You send it to a lab and they send you the DNA results. I'm just wondering how accurate these type of tests and in particular this company is.
